Portsmouth is a unitary authority, so householder applications, conservation consent and building control all go to Portsmouth City Council rather than being split between a district and a county. In practice that makes the process simpler than it is in the surrounding villages, but the city has two local rules that catch people out.
The first is the city-wide Article 4 Direction on houses in multiple occupation. Portsmouth removed the permitted development right to convert a family home (Class C3) into a small HMO (Class C4) across the whole city, so unlike most of the country that change of use needs a planning application here. If your project is a conversion for letting rather than for your own family, tell us at the first visit and we will factor it in.
The second is the conservation areas. Portsmouth has a large number of them, covering Old Portsmouth and Portsea, the Seafront and the Southsea terraces, Owen's Southsea, Craneswater and Eastern Parade, Castle Road, East Southsea, Guildhall and Victoria Park, Milton Locks, Old Wymering, Hilsea Lines and more. Several carry an Article 4(2) Direction on top, which removes permitted development for replacing windows and doors on front elevations, removing or altering chimney stacks, altering canopies and architectural details, re-covering the roof slope that faces the highway, altering front walls, gates and railings, and painting brickwork that was never painted.
Away from those areas, a lot of single-storey rear extensions in Portsmouth still go through under permitted development rather than full planning, which is faster and cheaper. We will always check that route first before putting in an application you may not need.
